Terms of reference and statement of aims and objectives of the Alliance

 

The Alliance and its Aims

The Alternative A5 Alliance is a non-profit and non-political organisation formed by environmental, conservation and transport groups and community organisations for the purposes of:

1. Opposing the planned A5WTC Dual Carriageway and representing communities that would suffer destruction of their homes and farms, lives and livelihoods as a result of this unnecessary construction.

2. Seeking better ways to meet the transport and environmental needs of all the communities that would be adversely affected by the present proposal.

 

Membership

Membership of the Alternative A5 Alliance is open to any bona fide organisations, including national bodies and local authorities, which agree to accept and work within the above Statement of Aims.

 

Objectives and purposes of the Alliance

The main objectives of the Alternative A5 Alliance are to co-ordinate the work of member organisations, to raise money for legal and expert advice to represent their views at the public inquiry into the proposed dual carriageway, and in any subsequent actions that may be required to defeat the A5WTC plan and lead to a transport solution to meet the social, economic and environmental needs of the area and its region.

 

Approved purposes

Approved purposes and activities of the Alternative A5 Alliance will include raising funds, retaining legal advisers and expert witnesses, organising meetings and publicity, issuing publications and conducting such other lawful activities as may be approved by its member organisations.

 

Representation

A Steering Committee has been established. The composition of the Steering Committee will represent the views of member organisations and will change as further organisations join the Alliance. To meet the need for rapid decision-making, the Committee will combine maximum flexibility and minimum formality with full accountability, and ensure rapid communication of agendas, minutes and other documents to member organisations. Meetings will be open to members of bodies represented on the committee, who may contribute to discussions by invitation. Decisions are to be made by clear majority of a meeting that properly reflects the composition of the Alliance. The Steering Committee will meet as frequently as required to conduct its work. 

The work of the Steering Committee will be guided by Committees on Fundraising and on other matters, as may prove necessary.

 

Officers

The Steering Group may elect such officers as may be required for its purposes.

 

Finances

The Alliance passed a formal resolution agreeing the appointment of a Treasurer and opening a bank account.
